HaaS offers a range of services designed to provide affordable and efficient heating, but its effective deployment remains a challenge. This project aims to bridge that gap by developing comprehensive solutions that can be implemented across the UK.

Eligibility

We are looking for you to have:

  • a first Class or 2:1 Honours degree
  • hold a Masters with Distinction or Merit degree in a social science discipline from a recognised academic institution.  Ideally your degree(s) will be in
    • Social Policy
    • Public Policy
    • Health
    • Energy
    • Climate
    • Economics or related and relevant disciplines.

It is desired if you have:

  • a demonstrable interest in energy, climate and public policy issues
  • some experience or understanding of economy-wide modelling approaches, though not essential, but where a willingness to develop this understanding through your PhD study would be extremely advantageous.

Project Details

Our innovative PhD project focuses on Heat-as-a-Service (HaaS), a ground-breaking approach to ensuring warm homes while tackling fuel poverty and supporting the transition to low-carbon heating solutions.


Why This Project Matters: Fuel poverty affects millions of people in the UK, and with the rising cost of living and the urgent need to decarbonise, finding sustainable heating solutions is more critical than ever. HaaS offers a range of services designed to provide affordable and efficient heating, but its effective deployment remains a challenge. This project aims to bridge that gap by developing comprehensive solutions that can be implemented across the UK.

Aims & objectives

  • Explore and Evaluate: Deep dive into existing HaaS definitions, policies, pilots, and business models. Analyse their effectiveness and adaptability in today's fast-changing policy landscape.
  • Identify Barriers and Benefits: Assess governance, ownership, and financial barriers to HaaS adoption. Investigate additional benefits such as energy system flexibility and health improvements.
  • Develop Sustainable Solutions: Calculate economically viable cost/tariff levels for HaaS. Co-create innovative frameworks and business models to make HaaS accessible and affordable, ensuring a just transition to low-carbon heat.

The successful candidate will join a growing team of world-class researchers, academics and knowledge exchange professionals at the University of Strathclyde’s Centre for Energy Policy (CEP).
CEP investigates the economy-wide and societal outcomes of different pathways and actions to reach net zero.

Funding details

The studentship is fully funded for Home/RUK and covers Home Fees and provides a stipend in line with UKRI guidance to cover their living costs.  Stipend for 2025/26 academic year is estimated at £20,199 payable at £1,683.25 per calendar month (tax free).

Travel allowances for fieldwork and conferences may also be available.

Please note that the studentship covers Home/UK fees only. While non-UK applicants can apply, they need to specify in their documentation how they will fund the difference between the home UK and international fee rates in the region of £15k+ GBP per annum, for each year of study.

Home Students

To be eligible for a fully funded UK home studentship you must:

  • Be a UK national or UK/EU dual national or non-UK national with settled status / pre-settled status / indefinite leave to remain / indefinite leave to enter / discretionary leave / EU migrant worker in the UK or non-UK national with a claim for asylum or the family member of such a person, and
  • Have ordinary residence in the UK, Channel Islands, Isle of Man or British Overseas Territory, at the Point of Application, and
  • Have three years residency in the UK, Channel Islands, Isle of Man, British Overseas Territory or EEA before the relevant date of application unless residency outside of the UK/ EEA has been of a temporary nature only and of a period less than six years

The successful candidate must be able to commence study on 1 October 2025.

  • one page cover letter describing your suitability and how your research interests align with those of the Centre of Energy Policy.
  • two page CV reflecting your education and track record as relevant to this opportunity.
  •  all Academic Transcripts & Certificates, to date.
  • research proposal of 800 – 1,000 words outlining your initial thoughts (including critical assessment and challenges) on the research objectives, questions and methodologies. Please discuss which variables or outcomes you think are most important, what information sources to exploit and what challenges you expect to be overcome to successfully meet the project’s aims.
  • two reference letters, of which at least one should be academic, regarding your suitability for this research project
  • IELTS (minimum overall band score of 6.5, with no individual score of less than 5.5) taken within two years prior to start date or equivalent, if applicable.
